Just a shot in the dark, here, as I don't know much about the Godfather trilogy. I think that Michael is acting through a bunch of "buffers," whereas he can claim a certain amount of plausible deniability. He was clearly attending the Christening of his nephew while these terrible killings occured. Now, while he'd deny any involvement in such matters, if Michael Corleone were to be associated with this thing of ours, he'd be top dog now, with the heads of the five families gone. (Moe Green of Las Vegas, thrown in for good measure.)
Right, yea a buffer -- the family had a lot of buffers.
